I'm not sure about this. I could just as easily see interest in free university dissipate in response to (partial or full) debt forgiveness because current and past students feel like they got what they wanted. I suppose a fairness argument could be made for continuing or expanding the cut, but people could just as easily turn around and say that the initial cut was unfair in the first place.
There's value in a cut, in that it builds appetite for future cuts and reforms that might ultimately get rid of the program all together.
